In retail Wii games and WiiWare games that support them, they are optional. But for some Neo Geo, a few Sega Genesis, all SNES, and all N64 games, they are required (Unless you have an Nintendo Gamecube controller). You will need them if you expect to play all Neo Geo, Sega Genesis, SNES, and N64 titles available on the Virtual Console. They only cost $20, so buy some.
